When Can I Submit Form SSA-44?

My medicare payment is currently increased due to my salary. On Nov 1st of 2021, I will retire and have no earned income. When can I submit the SSA-44? When I complete the 2021 return this January, the adjusted gross income will be high due to working for most of the year. What documents of proof can I file to document no job income? Would i have to wait for the 2022 tax return to show low adjusted gross income to support a SSA-44 form submission.

Hi. My expertise doesn't really extend to Medicare premium rate determinations. There are instructions on the form SSA-44 (https://www.ssa.gov/forms/ssa-44-ext.pdf), though, and the following section of Social Security's operations manual explains what documentation is required: https://secure.ssa.gov/apps10/poms.nsf/lnx/0601120030#b.

Best, Jerry
