Can i endorse my SS pension benefits when i turn 62? Or how can a person living abroad file to receive the money paid to the government?

I'm not sure what you mean. You can't assign your benefits to another person, but if you collect Social Security benefits you can transfer the proceeds to anyone as you see fit.
People living outside the U.S. can collect Social Security benefits subject to some restrictions. U.S. citizens can be paid Social Security benefits regardless of what country they live in, with the exception of Cuba and North Korea.
