I assume that you're referring to the substantial earnings amount used when determining the substantial earnings exception to the Windfall Elimination Provision (https://www.ssa.gov/pubs/EN-05-10045.pdf). Social Security generally announces annual changes in the first part of October. So, the substantial earnings amount in 2024 will likely be announced in the first part of October 2023.
